  • Born in Quebec.
  • Worked for the B.C. Province as the Government Agent in Golden, Fort Steele and Cranbrook
  • Became the Provincial Chief Water Commissioner headquartered in Victoria.
  • Both James and brother Francis Patrick (1861-1923) are buried at Ross Bay Cemetery.
  • Loyalist Ancestor: Jesse Armstrong, 1745-1827, Lake Maskinonge, Quebec.
