Born in Quebec.
Worked for the B.C. Province as the Government Agent in Golden, Fort Steele and Cranbrook
Became the Provincial Chief Water Commissioner headquartered in Victoria.
Both James and brother Francis Patrick (1861-1923) are buried at Ross Bay Cemetery.
Loyalist Ancestor: Jesse Armstrong, 1745-1827, Lake Maskinonge, Quebec.
