Born in Cornwall, Stormont, Dundas, and Glengarry, Ontario.
From 1875 to 1886, engineered surveys for a projected rail line through the Yellowhead Pass that later became the Canadian National Railway line.
Was appointed, in 1900, Engineer in British Columbia of the Dominion Public Works Department.
Keefer Street in Vancouver and Keefer Station in Fraser Canyon were named after him.
Buried at Ross Bay Cemetery.
